Minister Delegate for Digital Transition and Administration Reform, Ghita Mezzour, signed three public-private partnership agreements on Wednesday in Rabat with various government departments, public institutions, and key digital ecosystem players to promote Morocco’s new national strategy called “Digital Morocco 2030.”
The agreements seek to accelerate Morocco’s digital transformation by fostering job creation, supporting research, and enhancing digital skills, according to a press release by the Ministry of Digital Transition and Administration Reform.
The first agreement establishes a contract program for 2024-2030 and was signed jointly by the Ministry of Budget, Morocco’s investment arm — Caisse de Dépôt et de Gestion — the Council of Supervisors of the Special Agency Tanger Med, the Moroccan Investment and Export Development Agency, the Moroccan Federation of Outsourcing Services, and the Moroccan Federation of Information Technology.
The contract is intended to facilitate the development of the service outsourcing sector. It establishes a formal framework for the parties to effectively implement the strategy, particularly through the creation of 130,000 jobs by 2030.
The second agreement with the Ministry of Higher Education, Scientific Research and Innovation, and the National Center for Scientific and Technical Research concerns a program of scholarships for doctoral student monitors running until 2026.
The program offers 550 scholarships, at a value of 7,000 MAD per month for three years. Funded by the Ministry Delegate for Digital Transition and Administrative Reform, the program supports research in advanced technologies and digitalization by developing the next generation of trainers.
The Ministry of Economic Inclusion, Small Enterprises, Employment, and Skills and the Ministry of Digital Transition also signed an agreement to enhance Morocco’s vocational training offerings in the digital field, thus increasing the country’s attractiveness in this area.
The accord constitutes a significant advancement in the promotion of vocational training programs tailored to the digital sector and the development of skilled professionals in this field.
Just launched on Wednesday, the “Digital Morocco 2030” strategy is a government-led initiative designed to revolutionize Morocco’s technological landscape, economic modernization, and digital inclusion.
The strategic plan targets a significant improvement in Morocco’s UN online services index ranking from 100th to 50th through the establishment of a unified digital portal for public services.
It is also intended to boost digital export revenues from 17.9 billion MAD in 2023 to 40 billion MAD and to nurture 3,000 startups with 7 billion MAD in funding. It also provides for training to 100,000 individuals annually, extends fiber optic access to 5.6 million households, and is targeting 70% 5G coverage across the country.
